You should have a look at Image to ZX Spec 1.0.4 – it has 14 dither modes including Floyd Steinberg. Atkinson and my Low Error Atkinson derivative appear to be the best for error diffusion, and Nasik Ordered Dithering is the best of ordered modes. The source code is also available so you can see its implementation in Java:
